 Political
 The Russian State Duma decision to adopt the Land Code has
 caused serious
 upheaval in Krasnodar Territory. Kubanskiye Novosti publishes a
 selection of
 readers' letters urging to recall from the Duma those Krasnodar
 Territory

 The flats owned by State Duma deputies Igor Khankoyev and
 Vasiliy Teterin,
 who voted in favour of the Land Code, did not suffered from pogroms
 when being
 picketed, the press service of the Krasnodar Territory Main
 Interior Affairs

 A reform of the Legislative Assembly is mulled in Krasnodar
 Territory.
 There is a proposal to replace multi-seat    electoral districts
 that elect 50
 deputies by single-seat districts to elect 70. Under the present
 system 12
 municipal entities do not have their deputy. Moreover,  the number
 of deputies
 is not sufficient to work in committees.  (Krasnodarskiye Izvestiya,

 Economic
 Krasnodar Territory governor Aleksandr Tkachev has appealed for
 law-enforcement and tax agencies to establish a preferential
 taxation mode for
 farmers for the harvest period.  It does not mean that they are
 exempt from
 taxes, electricity debts and payments to the regional fund, he
 said. They will
 meet their obligations after completing the harvest, he added.

 Payment of arrears to the regional food fund is a priority.  It
 will be
 especially taken into consideration in case of filing for
 bankruptcy. Currently
 farms owe some lm tons of grain to the fund.  (Kuban State TV, 17

 Over 5m tons of grain have already been harvested in Krasnodar
 Territory. An
 average yield is 4,600 kg from a hectare.  (Krasnodarskiye

 As was the case with territorial seaports, where the state has
 practically
 lost its influence for a certain period of time, airports are
 facing the same
 problem. The Anapa airport that in the course of privatization was
 bought by a
 private Moscow company, creates lots of problems for the famous
 resort. Number
 of flights goes down,  and a part of profits earmarked for the town
 budget runs
 away. The airport board does not have a single representative of
 the town or

 Miscellaneous
 "Aliens, please take us away from here!" This kind of message
 written on a
 page torn from a notebook leave Adygeyan schoolchildren at the
 scene of the
 *alleged UFO landing site. Crop circles have been found in Adygeya,
 Krasnodar
 Territory, last week. The Engels collective farm management decided
 to reap
 *crops without waiting for scientists and UFO experts to come.
 However, the
 circles are still clearly visible on the harvested field as well.
